I agree with Georg, negotiations with publishers are more an economic than a legal challenges. However, legal issues like copyright and Creative Commons should be regulated by the contracts with publishers. For that, Science Europe has define some Standards, see page 6:

I'm sorry to enter he discussion only now.

I'm not sure whether discussing legal aspects from a certain national legislation (like copyright in France) will be a valuable contribution to the overall goals of the conference. Giving the global audience of the meeting and the rather specific aspects (and the often rather difficult legal details) of copyright laws I doubt we should follow this suggestion.

Or am I missing your point, Katrine?
