[RDMO-info] Update of RDMO to 2.1.3 and revised SMP catalogue

Dear colleagues,

We have updated https://rdmo.mpdl.mpg.de to the very latest version 2.1.3. You will therefore find the latest developments, such as the significantly improved progress bar.

We have also incorporated the latest version of the software management plan. The scope of questions now scales with the software project. For small scripts, only 9 questions need to be answered for an SMP. Meanwhile, 49 questions need to be answered for large infrastructures.
