[Advisory] Draft program for the Berlin 13 Open Access Conference on 21/22 March 2017

Dear all,

thank you for inviting me to the advisory board! It´s a great honour and I´m looking forward to contribute to the conference and to the overall goal of OA transformation.

During the last two weeks I spoke together with Kai Geschuhn at the "Munin Conference" in Tromso and the "Knowledge Exchange Workshop on Open Access Monitoring" in Copenhagen. 

What I have learned form the discussions is, that the economic mechanisms and consequences of the transition from a subscription based system via offsetting to pay-as-you-publish are not clear to the library community. Also, countries like e.g. Denmark, the Netherlands or Sweden have national goals for reaching a certain share of OA publications in a certain time, but from my impression they do not have OA transformation of the journal system in particular on their agenda.

I would therefore suggest to invite an economist to the conference, who can explain the effects of changing the financing of journal titles through subscription fees to financing journal articles through APCs. To me, the library community seems to be afraid of ever increasing APCs. If we can take away this fear by making clear, that competion on an APC market can lead to decreasing prices, we can probably get more acceptance for OA transformation. My first suggestion would be to invite Mark Armstrong (http://www.economics.ox.ac.uk/Academic/mark-armstrong) or Mark J. McCabe (https://sites.google.com/site/markjmccabe1/) for such a talk.

My second suggestion is to spell out again the goals of OA transformation and to point out, what action is needed to move away from more traditional deals (Elsevier/JISC) or the current offsetting deals (e.g. in the Netherlands) in order to reach a pay-as-you-publishing model.
